Frequently Asked Questions About Reauthorizing the Workforce Investment Act (WIA) Title II
Who do adult education programs serve?
Adults 16 years or older who are not enrolled (or not required to be enrolled) in school under state law and who
- lack sufficient mastery of basic education skills to enable the individuals to function effectively in society,
- do not have a high school diploma or its equivalent, and have not achieved an equivalent level of education, or
- are unable to speak, read, or write the English language.1

Why ask for reauthorization of Title II and not all of WIA?
Requesting reauthorization of WIA Title II raises the priority of adult education with Congress. The goal is to move reauthorization forward, with or without Title I.
So what’s the danger of WIA Title II reauthorization not happening, anyway?
We have been working under the same rules since 1998. While this Congressional delay could mean that WIA is not reauthorized this year or next, we are in danger of becoming obsolete in today’s economic crisis because it is difficult to move forward when working under rules created for different times.
Adult learners with limited literacy skills and English language proficiency are a vital part of economic recovery and are key to reaching the President’s goal of graduating more adults from college than ever before by 2020. Since Congress has never changed WIA Title II, this signals that reauthorizing WIA Title II is simply not a priority. We need to change that.
How is it possible that such a critical issue could receive such little priority in Congress?
Legislators need to hear from their constituents about what their public policy priorities are. Signing up for a professional organization is a beginning for expressing your views. But legislators need to hear directly from their constituents on issues that matter to them most.
