Popularly known as the “Policy Panel” that has drawn over 400 participants each conference, this preconference provides you an exclusive opportunity to interact with panelists for an in-depth look at the federal legislative issues. National adult education leaders will update you on federal legislative developments in adult education and related areas. Then join roundtable discussions led by panelists, examine how policy affects practice, and target policy change in areas that concern you most. Create a plan; bring it home.

We have more than 20 adult education advocates in our session this morning. Art, Tony, Andy, and David did a terrific job updating the group on current legislative issues and hot topics in the federal policy arena, and the group asked quesitons. Among the topics discussed was: reathorization of the Workforce Investment Act and better alignment of Title I and Title II so that adult education students are better served; reauthorization of the Elementary and Secondary Act and why that matters to adult education practitioners; the current status of appropriations for WIA and related legislation; the jobs bill; the President’s graduation initiative; the importance of grassroots advocacy. Our thanks to the panel for their time and the benefit of their experience and wisdom — and our thanks to the group for being engaged and interested in these issues!

Hi conference bloggers! Here is new information on the FY 2010 WIA state grants from the Dept. of Education.
OVAE announced this week the estimated FY 2010 adult education state grants based on new data from the American Community Survey. New data sets provide more up-to-date and accurate estimates of the qualifying adults counted in each state to determine grant amounts. These FY 2010 allotments include one-time funding adjustments for any states and outlying areas underpaid due to an earlier administrative error. Allocation tables for the July 1, 2010, state grants with funding adjustments are posted on OVAE’s homepage.

I appreciated the panel’s updates and suggestions the most. I am working to help form a new literacy coalition in Monterey County, California. The adult literacy educators here have mainly been focused on their program and the CA budget crisis. I do believe that we can make the greatest progress by working together. I sent an email to my coalition’s listserv from Chicago about WIA, http://ow.ly/1nkQe, and how every letter does count. We need to channel the outrage into positive action.

I appreciate all you do, Jackie, and I loved the Federal Policy Update. The most exciting thing I learned was that the innovative projects funds will likely flow directly from the Federal level to the local programs who compete successfully for them, and not through the state offices of education where innovation is not always politically correct and thinking outside the box may even be discouraged.
